In Russia, there is still a high level of waste generation and consumption, about 5 billion tons.

More than 90 per cent of this volume is waste from production and enrichment of raw materials and waste. The level of disposal and disposal of all types of waste is just over half.

Solid Communal Wastes (CBS) are more unfortunate. Processing has declined almost twice since 2010, to 7.5 per cent, while the remainder is burial. According to Serguei Donsky, in the 1980s, the Soviet Union processed up to 60 per cent of the paper, over one third of the tyres. The situation varies across regions. The highest levels of education and recycling of TCBs are in the Central Federal District, the lowest level of education is in Ural, the South and Crimea. According to Sergei Donsky, investment in waste-processing infrastructure is now estimated at 150 billion roubles. Current funding levels are no more than 8 billion per year.

New Act No. 458-FZ on Wastes of Production and Consumption created conditions for investment in industry.
